# Lists

> Keep your own allow and deny lists of emails, IP addresses and phone numbers, and use them in Risk Platform rules.

A list is a named set of emails, IP addresses or phone numbers that your rules can test. Use lists for what only you know: your team's test accounts, customers you've already verified, or addresses you've seen abuse your product.

Manage lists in **Risk Platform > Lists**, and read them through the [Lists endpoints](https://docs.abstractapi.com/api/risk-platform/api-reference/lists.md).

## Kinds of lists

Each list holds one kind of value: `email`, `ip` or `phone`. A rule can only test a list against a matching field, for example an `email` list against `email.address`.

Lists are either:

* **Manual**: you create the list and add or remove items.
* **System-managed**: the Risk Platform keeps them up to date, for example IP addresses and emails seen at high velocity across your checks. You can read them and use them in rules.

## Using a list in a rule

Use the `in_list` or `not_in_list` operator with the list's ID:

```json theme={null}
{
  "action": "allow",
  "groups": [
    { "match": "all", "conditions": [
      { "field": "email.address", "op": "in_list", "value": "verified_customers" }
    ]}
  ]
}
```

An allow rule that tests a list is how you exempt known-good users from your block and review rules, because allow rules win first.

## What isn't a list

Country sets live inside the rule, not in a list. To stop blocking a country, edit the rule's `ip.country_code in ...` condition in the policy. Lists only hold emails, IP addresses and phone numbers.

## Items

Each item records its value, a normalized value used for matching, optional metadata, where it came from, when it was first and last seen, and how many checks it matched.

## Permissions

Read lists through the Risk API with a Secret key. Create lists and add or remove items in the dashboard.
